Jack Carrigan was born in Falkirk, Scotland on May 4, 1903. He was quiet, stern, and had a great sense of humor. Carrigan was a strict disciplinarian and a charismatic umpire with a stoneface. His nickname was “No No”. Carrigan umpired in Halifax while serving in the Navy during World War II, and later in 1946 he coached the Halifax Shipyards. Jack then became umpire-in-chief of the Winnipeg Senior League in 1947, and also officiated in the Mandak League.
